Jede Gemeinde hat da ihre eigenen Ansichten. Sicherheitshalber würde ich mit dem Arquitecto Municipal Rücksprache halten. Für Wasser- und E-Anschluss bruachts Du eine Bewohnbarkeitsbescheinigung (Certificado de habitabilidad). Dann gibt es da auch noch Vorgaben für die Abwasser-Entsorgung.
